MWANAMUZIKI WA FM ACADEMIA AUAWA NCHINI CHINA BAADA YA KUKAMATWA NA MADAWA YA KULEVYA
Mwanamziki aliyepata kutamba na Bendi ya FM Academia ya jijini Dar es Salaam, Rapa, Haristot Shungu ameuawa nchini China huku kifo chake kikitawaliwa na utata mkubwa.
Kwa mujibu wa chanzo makini kilichopo nchini China, rapa huyo alikamatwa uwanja wa ndege baada ya kugundulika kuwa amebeba madawa ya kulevya akiwa ameambatana na rapa mwingine wa Bendi ya Akudo Impact, Kanal Top na wote wawili kuhifadhiwa mahabusu.
“Tulijua kama Haristot alikamatwa pamoja na Kanal Top lakini ghafla juzi (Ijumaa) tukaambiwa kuwa amefariki dunia, hatujui kifo chake kimesababishwa na nini lakini mwili wake unaonekana kama vile aliungua na moto au mtu aliyechomwa sindano ya sumu,” kimesema chanzo hicho.
Baada ya kupata taarifa hizo mwandishi wetu aliwasiliana na Kiongozi wa FM Academia, Nyoshi El Saadat na kumuuliza kama alikuwa na taarifa zaidi za Haristot.
Nyoshi alikiri kuwa marehemu alikuwa mwanamuziki wao na kudai kwamba kifo chake kimetawaliwa na utata mkubwa.
“Haristot alikuwa mwanamuziki wetu, mara ya mwisho aliaga kuwa anakwenda Ulaya kwa mchumba wake, nimeshangaa kusikia ameuawa nchini China kiukweli hakuna anayejua ukweli wa kifo chake,” alisema Nyoshi.

UTATA WAGUBIKA KIFO CHA DOKTA MVUNGI:MADAKTARI WATOFAUTIANA
Hospitali ya Millpark ya Johannesburg, Afrika Kusini, imesema madaktari waliokuwa wakimtibu aliyekuwa Kamishna wa Tume ya Mabadiliko ya Katiba, Dk Sengondo Mvungi walibaini kuharibika kwa ubongo wake kutokana na kumwagika kwa maji yanayoutunza ambayo kitaalamu yanaitwa ‘cerebrospinal fluids’ au CCF.
Msemaji wa Hospitali hiyo, Tebogo Nyembezi alisema Dk Mvungi alicheleweshewa tiba baada ya kupata tatizo la maji hayo yanayotunza ubongo kumwagika mara baada ya kujeruhiwa.
Dk Mvungi (61), alipata majeraha makubwa baada ya kujeruhiwa na watu waliovamia nyumbani kwake Kibamba, Wilaya ya Kinondoni, Dar es Salaam, Novemba 3 mwaka huu. Alifariki dunia jana mchana.
“Maji hayo ambayo ni miligramu 50 tu katika ubongo wa mwanadamu ambayo huufanya ubongo uelee yakimwagika nusu tu, basi mgonjwa yupo hatarini, lakini akiwahishwa na kupata tiba sahihi anaweza kupona,” alisema Nyembezi.
Alisema iwapo mgonjwa atapewa tiba sahihi ndani ya saa 48, ubongo wake unaweza kurudi katika hali ya kawaida, lakini saa hizo zikizidi hawezi kupona kabisa kwa sababu maji hayo yanapomwagika ubongo hujigonga kwenye mifupa ya sakafu yake na kuharibika kabisa.
Mtaalamu wa mishipa na neva za fahamu (neurosurgeon) katika Hospitali ya Regency, Dar es Salaam, Dk Hariff Najin alisema kazi kubwa ya maji hayo ni kuulinda ubongo pindi inapotokea ajali ili usidhurike lakini endapo maji hayo yatamwagika nao huharibika.
“Haya maji yanaufanya ubongo uelee na usielemee kichwa. Hivyo inapotokea maji haya yakaisha au kupungua, ubongo hujigonga na kukosa ukinzani na kuharibika,” alisema.
Alisema maji hayo ambayo hufika hadi kwenye uti wa mgongo yakikosekana katika ubongo, husababisha damu isitembee kwenye eneo hilo jambo ambalo pia linaweza kusababisha mishipa katika sehemu ya nyuma ya ubongo kuharibiwa.
Akizungumzia suala hilo, Mkurugenzi Mkuu wa Taasisi ya Tiba ya Mifupa na Upasuaji wa Mishipa ya Fahamu Muhimbili (Moi), Profesa Lawrence Museru alisema anachofahamu ni kuwa Dk Mvungi alipelekwa Afrika Kusini kwa kuwa alipata madhara makubwa kwenye ubongo na wala si kwa sababu ya kumwagika kwa maji kama ilivyoelezwa Afrika Kusini.
“Majeraha hayo yalisababisha damu kuvilia katika ubongo na kusababisha uvimbe ambao kwa kitaalamu unaitwa ‘traumatic brain injury’ na sisi tulithibitisha vipimo hivyo vya awali na kumsindikiza mpaka huko,” alisema Profesa Maseru.
Profesa Museru alisema Dk Mvungi alipata majeraha makubwa kichwani na sehemu nyingine mwilini ambayo yanaonekana yalisababishwa na kupigwa kwa vitu vyenye ncha kali au magongo na hivyo kuleta madhara katika ubongo.
Alisema hawezi kuthibitisha chanzo hasa cha kifo hicho kwani kinaweza kuwa ni kuharibika kwa ubongo au sababu nyingine zilizotokana na tatizo hilo (secondary causes).

Pia, Moi imesema kuwa majibu ya kipimo cha CT Scan alichofanyiwa Dk Mvungi katika Hospitali ya Aga Khan ni mazuri na kwamba hana tatizo lolote kubwa zaidi ya majeraha.
Dk Mvungi ambaye anaendelea kupata matibabu katika Taasisi ya Mifupa (Moi), avamiwa na kushambuliwa kwa mapanga usiku wa Jumamosi iliyopita akiwa nyumbani kwake, Kibamba Mpiji-Magoe.
Ofisa Uhusiano wa Moi,Jumaa Almasi alisema Dk Mvungi bado anaendelea kutibiwa chini ya uangalizi wa karibu wa madaktari.
Alisema hata hivyo bado hajapata fahamu tangu alipofikishwa katika taasisi hiyo.
“Hali ya Dk Mvungi inaendelea vizuri na bado anaendelea kutibiwa chini cha uangalizi wa karibu wa madaktari licha ya kwamba bado hajitambui,” alisema. Vingozi mbalimbali wa Serikali wameendelea kwenda kumuona Dk Mvungi ambapo Jumanne jioni Waziri mkuu mstaafu Fredrick Sumaye alikuwa miongoni mwa watu waliofanya hivyo.
Hadi sasa Polisi katika Kanda Maalum ya Dar es Salaam, inawashikilia watu sita kwa tuhuma za kuhusika na tukio la kumshambulia Dk Mvungi kwa mapanga.

Deputy Chief Executive Officer, Monitoring and Evaluation (Ref No.PDB/D1/DCEO/10/13)
Position Summary
Reporting to the CEO, the successful applicant will be responsible for ensuring the vision and mission of
the PDB are realized in terms of monitoring and evaluation of the National Key Priority Areas.
Key Responsibilities will include:
Coordinating and facilitating the implementation of detailed Big Results Now (BRN) programmes
and projects;
Providing advice and solutions to remove bottlenecks in the implementation of the National Key
Results Areas programs;
Analysing and verifying performance reports from lead Ministries;
Preparing periodic implementation and performance reports for detailed BRN programme and
projects;
Compiling implementation and performance reports for submission to the TDC;
Monitoring and assessing the implementation of Performance contracts for the Ministers and
providing report on their implementation;
Facilitating the utilisation of technologies and innovation for economic development;
Conducting visits to BRN programs and projects to assess and verify their implementation; and
Performing any other duties as may be assigned by Chief Executive Officer from time to time.
Key Qualifications and Experience
A minimum of a Master’s degree in Public Administration, Business Management, Project Management, Economics or equivalent; or
Demonstrated capacity in performance management and monitoring results;

Director Planning, Research and Development Division (Ref No.PDB/D2/DPRD/10/13)
Job Summary
Reporting to the CEO, the Director for Planning will be responsible for identifying new National Key Results Areas (NKRA’s) and organising Labs for the identified areas.
Key Responsibilities
Collecting, studying, analysing data, statistic and information relevant for conducting Big Results Now (BRN) Labs;
o Identifying and recommending candidates for the NKRAs;
o Organising and coordinating BRN Labs for the selected NKRAs; and
o Facilitating development of detailed implementation programmes for the selected NKRAs.
Facilitating publication of BRN Lab outputs and Government decisions thereon;
Enabling the evaluation of the BRN initiative by the international panel and other approved independent evaluators;
Preparing performance contracts for NKRA Lead Ministers;
Preparing National and Ministerial Key Performance Indicators (KPIs) for the NKRA projects; and
Performing any other duties as may be assigned by the Chief Executive Officer from time to time.

Director for Infrastructure Division (Ref No.PDB/D3/DI/10/13)
Job Summary
Reporting to the Deputy Chief Executive Officer - Monitoring & Evaluation, the successful candidate will be responsible in ensuring effective delivery of the vision and mission of PDB regarding transformation of infrastructure.
Key Responsibilities will include:
Providing day to day management of the Infrastructure sectors;
Carry out periodic monitoring and evaluation of implementation of detailed BRN programmes in the infrastructure sectors
Supervising and managing performance of the personnel in the sectors;
Coordinating monitoring of the Key Performance Indicators (KPIs) in the infrastructure sectors;
o Monitoring KPI’s in selected National Key Result Areas (NKRAs) of the Infrastructure sectors;
o Preparing implementation and performance reports on infrastructure NKRAs;
o Driving delivery of the top priorities in respective NKRAs of the Infrastructure Division;
o Providing analytical support and recommendations to overcome key delivery challenges in Infrastructure NKRAs;
o Undertaking annual evaluation of KPIs on NKRAs relating to the infrastructure.

Director for Agricultural Productivity (Ref No.PDB/04/DAP/10/13)
Position Summary:
Reporting to the Deputy CEO (Agriculture Delivery), the successful candidate will be responsible for providing technical expertise and insight on the practical production and scientific aspects of the agricultural sector performance, with the goal of supporting key stakeholders to improve crop and livestock productivity through a value chain approach.
Key Responsibilities will include:
Providing day-to-day management of the Productivity Directorate, including supervising and managing performance of personnel;
Coordinating problem solving and analysis regarding productivity of prioritized crops and livestock value chains;
o Coordinating undertaking of data-driven studies concerning crop and livestock productivity with goal of identifying bottlenecks and recommending evidence-based solutions;
o Organising delivery Labs relevant to crop and livestock productivity elements of the Agriculture National Key Results Area (NKRA); and
o Supporting stakeholders in the relevant government ministries to develop actionable sub-sector strategies and implementation plans based on data-driven studies and delivery Labs. Sample areas of intervention include input supply, technology and research, production monitoring, land use, soil management and extension.
Facilitating and support implementation of prioritized interventions and special programmes;
o Mobilising key public, private and NGO stakeholders to support the sub-sector strategies and implementation plans;
o Providing analytical support and recommendations to overcome key challenges and ensure timely delivery; and
o In rare situations, lead efforts to incubate key catalytic initiatives.
Engaging in coordination of key stakeholders involved in crop and livestock productivity;
Assisting in performance tracking and capacity building of key government stakeholders related to crop and livestock productivity, including identification and monitoring of Key Performance Indicators (KPIs);
Preparing and reviewing the annual budget of the Agricultural Delivery Productivity functions and ensure its implementation in conformity with the planned activities;
Ensuring high integrity and effective financial management of all matters related to the Agricultural Delivery Productivity functions; and
Performing any other duties assigned by the Deputy Chief Executive Officer, Agricultural Delivery Division from time to time.
Key Qualifications and Experience
A minimum of a Master’s degree in a technical agricultural discipline (such as Plant Pathology, Food Science) from a recognized institution or equivalent;

Position Summary
Reporting to the Deputy Chief Executive Officer, (Agricultural Delivery), the successful applicant shall be responsible for analysing and tracking programme performance analysis, tracking and evaluation of the Agriculture Delivery Division (ADD) and programmes undertaken by the GOT and other counterparts.
Key Responsibilities will include:
Providing day-to-day management of the Performance Analytics & Evaluation Directorate, including supervising and managing performance of personnel;
Leading performance tracking of key stakeholders related to agricultural development;

Position Summary
Reporting to the Director of Marketing Efficiencies the successful applicant will be responsible for ensuring efficiencies in delivering projects under their jurisdiction with the objective of enabling the effective deployment of various demand “pull” interventions to develop value chains to improve livelihoods and food security.
Key Responsibilities will include:
Providing day-to-day management of specific projects under the Market Efficiencies Directorate as requested by the Director, including supervising and managing performance of personnel;
